⭕In line with the commitment to establishing the values of quality and comprehensive institutional development, and enhancing academic and research excellence in accordance with the strategic directions of the Egyptian state, and under the auspices of Professor Dr. Khaled El-Darandaly, President of Zagazig University, and with the support and follow-up of the Vice Presidents of the University: Professor Dr. Ehab El-Beblawy, Vice President for Graduate Studies and Research, Professor Dr. Helal Afifi, Vice President for Education and Student Affairs, and Professor Dr. Hanan El-Nahhas, Vice President for Community Service and Environmental Development, the Faculty of Specific Education Council convened its 199th session on Monday, August 3, 2026, chaired by Professor Dr. Akmal Shawky Gaballah, Dean of the Faculty and Chairman of the Council, and attended by the Vice Deans of the Faculty, Heads of Academic Departments, and members of the Council.
The council meeting commenced with congratulations to the political and academic leadership and the Egyptian people on the 74th anniversary of the glorious July 23 Revolution. Professor Dr. Akmal Shawky Gaballah emphasized the college's unwavering commitment to instilling the values of citizenship and national identity in its students through its educational, pedagogical, and academic mission, and to investing in the energies of young people to prepare conscious and qualified generations capable of actively contributing to building the nation and achieving comprehensive development.
First: Academic Readiness and the Proper Conduct of Summer Semester Examinations
The council discussed the preparations and arrangements for the summer semester examinations for the 2025/2026 academic year for both general and new fee-based programs, and approved a set of organizational decisions:
The council approved the dates and schedules for practical and written examinations and formed the examination and marking committees for all courses in both general and new programs. ⭕Heads of academic departments and coordinators of new programs are tasked with preparing daily reports to monitor the regularity of practical and applied examinations, according to the attached template.
⭕The nature of theoretical examinations must be clearly defined, specifying whether they will consist of essay questions or multiple-choice questions (MCQs), to ensure accurate measurement of learning outcomes and compliance with quality standards.
⭕The formation of specialization committees for the various programs (Educational Media with its two branches: Journalism and Theater; Educational Technology and Computer Science with its two branches; and Classroom Teacher and Community Education) is approved, with admission percentages to be determined after the announcement of the summer semester results.
Second: Expanding Postgraduate Studies and Promoting Scientific and Research Activity
The College's Postgraduate Studies and Research Sector has adopted several strategic decisions and recommendations that enhance the scientific research environment:
Applications for postgraduate studies (Diploma, Master's, and Doctorate) for the 2026/2027 academic year will be accepted from August 1st to September 30th, 2026.
The awarding of a Special Diploma in Special Education to 84 successful students has been approved.
The formation of scientific seminar committees and the review of applicants' files in various departments (Educational Media, Home Economics, and Music Education) have been approved, along with the annual report of the Postgraduate Studies Sector.
The formation of examination and evaluation committees for several Master's and Doctoral theses has been approved, and new research topics have been registered, addressing extended reality technologies in news content and the impact of design techniques and optical illusions in clothing. Third: Expanding New Specialized Programs and Meeting Institutional Accreditation Standards
The Council reviewed several academic proposals designed to meet the demands of the contemporary labor market and develop the educational infrastructure:
Discussion and follow-up on proposals for the "Art Therapy Specialist" diploma, the "Visual and Digital Arts Specialist" program, and the "Art Specialist for People with Disabilities" professional diploma in the Department of Art Education.
Initial approval of the Academic Reference Standards for the "Computer Teacher Preparation" (ARS) program, paving the way for completing internal and external review and accreditation procedures.
Fourth: Organizational Discipline and Formation of Departmental and Committee Councils for the New Year
The Council approved the administrative and academic structure for the 2026/2027 academic year by approving the formations of the academic departmental councils (Home Economics, Music Education, Art Education, Educational Technology, Educational Media, and Educational and Psychological Sciences), distributing the scientific and academic advising committees, approving external secondments, and distributing teaching loads to address staffing shortages in the college and neighboring colleges.
In his address, Professor Dr. Akmal Shawky Gaballah, Dean of the Faculty and Chairman of the Council, stated that Council Resolution No. (199) reflects the Faculty of Specific Education's unwavering vision for achieving sustainable development and enhancing the efficiency of the educational and research system. He emphasized working according to an integrated strategy aimed at modernizing curricula and introducing specialized fields that meet labor market needs and support people with disabilities and other diverse groups. He added that the current phase requires the concerted efforts of all sectors within the Faculty to establish comprehensive quality standards and provide a stimulating educational and research environment that empowers students and researchers to acquire the tools of knowledge and innovation, while also underscoring the Faculty's developmental and service-oriented role in serving the community.
The Faculty of Specific Education Council at Zagazig University concluded its session by affirming its commitment to continuing modernization and development across all academic, research, and community sectors. The Council reiterated its dedication to providing high-quality education that contributes to preparing graduates capable of competing and innovating, thus fulfilling the strategic directions of Zagazig University and supporting the objectives of Egypt's Vision 2030 for Sustainable Development.
